Note that the -mieee option is on by default in the Debian version of
the gcc compiler on Alpha. So adding -mieee is not strictly necessary
for a build on Debian Alpha, but I am guessing that it may have been put
in octave-octcdf by upstream to guarantee that it is used whoever might
be compiling octave-octcdf.

I will run a test of the patch on an Alpha over the next day or so.
